1\) If the network you want to promote is included in the [NetworkList](https://github.com/TP-Lab/networklist-org), then Param3, param4, param5 are optional

2\) If the network you want to promote is not included the [NetworkList](https://github.com/TP-Lab/networklist-org), then all parameters are required
